On August 23rd, the opening ceremony of Seminar on Enhancing Professional Competence for Cambodian Civil Servants was held online, which is sponsored by the Ministry of Commerce and jointly organized by AIBO and the General Office of the Organization Department of the CPC Central Committee. Mr. Chen Longfa, Director General of Bureau one of Civil Service Management, Organization Department of CPC Central Committee (National Civil Service Administration), Mr. Liu Rutao, Vice President of AIBO, Mr. Wu Guoquan, Economic and Commercial Counsellor of the Chinese Embassy in Cambodia, and H.E. Mr. Duch Darin, Director General of General Affairs, Ministry of Civil Service of Kingdom of Cambodia, attended the ceremony and delivered speeches.
Before the commencement of the ceremony, President of AIBO Mr. Sun Zhonghe met and exchanged ideas with Mr. Chen Longfa.
At the ceremony, Director General Chen Longfa said that on 16 March this year, Mr. Chen Xi,member of the Political Bureau of the Central Committee of the CPC and head of the Organization Department of CPC Central Committee, had a virtual meeting with Cambodian Deputy Prime Minister and Economy and Finance Minister Aun Pornmoniroth. Both sides witnessed the signing of a MOU between the two countries' civil service departments. This seminar is a concrete implementation of the important consensus between the leaders of both countries.
Vice president Liu Rutao said that China is willing to make joint efforts with Cambodia to strengthen exchanges and cooperation in various fields, including civil service management, and constantly enrich the connotation of the comprehensive strategic cooperative partnership between the two countries.
Mr. Wu Guoquan stressed in his speech that this seminar will contribute to Cambodia's public administration reform, which will promote the capacity building of the civil service, and continue to deepen practical cooperation between the two countries.
On behalf of all participants, H.E. Mr. Duch Darin expressed appreciation to the Chinese side for organizing this seminar and his wish that all the Cambodian participants could benefit from the seminar through in-depth exchanges and mutual learning.
This seminar is the first one for the Organization Department of the CPC Central Committee to carry out international capacity building program through the platform of foreign assistance training. There are 32 participants from various departments of Cambodian Ministry of Civil Service. During the following two weeks, the two sides will carry out in-depth discussions and exchanges on topics such as civil service laws and regulations, examination system of civil servants, performance management, and management informatization.
