Mr. LIU Rutao, took office as Vice President of the Academy for International Business Officials（AIBO）in December 2020. Mr. LIU Rutao's province covers the Coordinating Office of Cooperation in Human Resources Development, Department of Program Design of Cooperation in Human Resources Development, Executive Department of Foreign Assistance Training Programs, Department of Information Resources Management and Department of Security.

Before he took up the post of vice president of AIBO, Mr. LIU Rutao served successively as Deputy Representative of the Commercial Development Office of the People’s Republic of China in the Dominican Republic, Economic and Commercial Counsellor of the Embassy of the People’s Republic of China in the Republic of Bolivia, in the Republic of Chile and in the Dominican Republic during April 2009 to December 2020.

From August 1994 to April 2004, he worked successively in the Foreign Aid Department of the Ministry of Foreign Trade and Economic Cooperation (MOFTEC), the Economic and Commercial Office of the Embassy of the People’s Republic of China in the Republic of Cuba, in the Republic of Argentina, and the Special Commissioner’s Office of the Ministry of Commerce in Shanghai.
