AsLatin American proverbgoes,"Los buenos tiempos hacen amigos, las adversidades experimentan a los amigos."(Good times make friends, adversities test friends.顺境交朋友逆境验朋友).At the most demanding stage of China's fight against COVID-19 last year, Ecuador gave China timely anti-epidemic assistance. When the epidemic broke out in Ecuador, despite the tremendous pressure of domestic epidemic control, Chinaprovided assistanceto Ecuadorto the best of its ability, and nowthe two countriesareworking together for the development of the Vaccine.The mutualassistanceactions havefully explained the deep friendship between the two countries. The great anti-epidemic effort and effect both in our two countries have demonstratedthat building a community with a shared future is the right way to prevail over the common challenges.
Capacity building is one of the major approaches of China-Ecuador bilateral development cooperation. Every year, hundreds of Ecuadorian citizens are invited to attend China’s short-term training programs and long-term scholarship programs. While COVID-19 disturbethe training programs temporarily, it also accelerate China’s development training programs into the digital era.
This seminar waswellprepared byShandong Foreign Trade Vocational College.In the following 21 days, Chinese officials and scholars will share with you China’s experience in evaluation on public policy and public service and organize several virtual visits. Hopefully this seminar will be a rewarding one for your all.

In his congratulatory message to President Morenoatthe occasion of the 40thanniversary of the establishment of the diplomatic relationship between China and Ecuador, President Xi Jinping initiated to take the 40th anniversary as the new start of the comprehensive strategic partnership of the two countries.
This year marks the 71stanniversary of China's international development cooperation and will certainly be thenew start ofChina-Ecuadorcapacity building cooperation. Ecuadoran citizens are welcomedto attendmoreChinesetrainingprograms, and AIBO is open to co-create more customized training programs for Ecuador.
