Greetings from the Secretary of Higher Education, Science, Technology and Innovation, Senescyt.
In name of Secretary Agustín Albán, I want to thank the invitation to the opening of the bilateral course "Seminar on Public Policy Evaluation and Public Service for Ecuador", In addition, it is important to recognize and highlight the profitable cooperative relationship that is maintained between the Ecuadorian and Chinese governments not only in terms of scholarships but also in different areas of cooperation.
The Embassy of the People's Republic of China in Ecuador, through its commercial office, works in different areas of cooperation, emphasizing within its work the multilateral and bilateral training courses that are given with the collaboration of the Ministry of Commerce of the People's Republic of China.
On the other hand, it should be mentioned that the Secretary of Higher Education, Science, Technology and Innovation guarantees the application of the higher education politics. Focuses on improving the capacities and potential of Ecuadorian citizens and strengthening human talent in many areas of knowledge with the best quality standards.
The Ecuadorian Government manages the scholarships awarded by foreign entities, friendly countries, cooperation agencies, through the Globo Común program, for training studies, as well as short-term training programs. Within this, the scholarships awarded by the Government of the People's Republic of China are among the most representative. During the time that the Secretary has managed this program, it has been sought to comply with the provisions issued and carry out an efficient pre-selection process. In that sense, I take the opportunity to thank the Chinese Embassy in Ecuador for the great work they do to process the applications of Ecuadorian citizens. Thanks to the articulated work and the constant communication that is maintained, it has been possible to make the best use of the assigned scholarships.
In the same way, we are proud to know that this bilateral course, specifically for Ecuadorian public servants, has been very well received and we congratulate the recipients of this scholarship. These programs are intended to strengthen the human talent of public servants so that their knowledge allows for better development of the public sector in strategic areas for the country. It is clear that learning from the experience of the People's Republic of China in the evaluation of public policies and public service will be very useful to have a broader and more technical vision of what public administration involves and to be able to apply it in the country according to our reality.
It is an honor for this Secretary to be part of the opening ceremony, I take this opportunity to extend our gratitude to the Embassy and the Chinese government for their excellent management and contribution to the progress of our country and finally, I would like to emphasize that we will maintain the commitment to continue working to take advantage of these opportunities.
